If approved, the new rates would cover the increasing cost to operate and maintain the local water system and fund more than $1.8 million in local capital investments. Golden State has Invested More than $3.7 Million in the Clearlake Water System since 1999 Golden State is constantly improving its water infrastructure to ensure its supply, treatment and distribution systems are adequate. Since 1999, Golden State has invested $3,728,000 in its Clearlake system. “Our approach to infrastructure improvements keeps the system properly maintained and reduces risk of significant failures,” said Paul Schubert, Golden State's Northern District Manager. Golden State Water Company is regulated by the California Public Utilities Commission, which established a Water Action Plan. One of the six objectives of the plan is to promote water infrastructure investment. Nationally, leaking pipes lose an estimated seven billion gallons of clean drinking water a day, according to the American Society of Civil Engineers.
Golden State Continues to Meet Water Quality Standards for Clearlake Customers Ongoing monitoring has shown that the quality of water Golden State Water Company (GSWC) supplies to its Clearlake customers routinely meets, or is better than, federal and state standards. The results of water quality monitoring in 2008 for Golden State’s Clearlake water system were published in an annual Water Quality Report and distributed to all of the company’s Clearlake customers in 2009. “It’s our job to test for more than 100 substances in the water to meet all regulations and provide the highest quality water possible,” said Keith Ahart, Golden State’s Clearlake superintendent. “We will continue to work hard to make sure we maintain this level of service.” The company gets 100 percent of its raw water from Clear Lake and the water is treated at the company’s Sonoma Treatment Plant. GSWC uses a multi-barrier approach to treat the raw water, which frequently contains extensive algal blooms. The treatment process involves several steps including settling, pressure filtration and disinfection. In addition, carbon filters remove any remaining taste and odor-causing compounds related to the blue-green algae.

*The Commission’s Division of Ratepayer Advocates and GSWC agreed that the monthly CARW credits for qualifying customers be based on a fixed 15% discount on an average bill for 15 hundred cubic feet (Ccf) of water in each of the CSA’s.
