Plan Filed to Establish New Rates

in Santa Maria Customer Service Area for 2011 and 2012

Golden State Water Company filed a General Rate Case application with the California Public Utilities Commission in January 2010 to establish rates for the Santa Maria Customer Service Area for the years 2011 and 2012. If approved, the new rates would cover the increasing cost to operate and maintain the local water system and fund more than $14.1 million in local capital investments. Golden State has Invested Approximately $10 Million in the

Santa Maria Customer Service Area since 2000

The company operates five water systems in its Santa Maria Customer Service Area: the Lake Marie Water System, Nipomo Water System, Orcutt Water System, Sisquoc Water System, and Tanglewood Water System. Golden State is constantly improving its water infrastructure in these systems to ensure its supply, distribution, and storage systems are adequate. From 2000 to 2008, Golden State spent approximately $10 million on improvements in the Santa Maria Customer Service Area.

 

"The ongoing replacement of aging infrastructure is an important initiative for our company," said GSWC's Coastal District Manager Ken Petersen. 

Golden State Water Company is regulated by the California Public Utilities Commission, which established a Water Action Plan. One of the six objectives of the plan is to promote water infrastructure investment.  Nationally, leaking pipes lose an estimated seven billion gallons of clean drinking water a day, according to the American Society of Civil Engineers.

New Tiered Rates in Effect Sept. 1, 2009, to Encourage Conservation for Golden State Water Company Customers in Santa Maria

Golden State Water Company (GSWC) residential customers in the utility’s Santa Maria Customer Service Area have tiered rates to promote water conservation. The change, approved by the California Public Utilities Commission, went effect on Sept. 1, 2009. GSWC will not exceed CPUC authorized revenues as a result of tiered rates.

"Tiered rates will encourage customers to save water by giving them extra financial incentive to use less,"  said GSWC Coastal District Manager Ken Petersen. "And the lower monthly charge is an added bonus that gives customers more control over their water bill."

Here’s how tiered rates work. Customers get charged for each unit of water they use. A unit is equal to one hundred cubic feet of water, or CCF (748 gallons). In Santa Maria, residential customers will pay the lowest rate for each CCF they use in tier one, up to 15 CCF. For every unit of water used in tier two, which is 16-27 CCF, customers will pay a 15 percent higher rate. In tier three, customers will pay an additional 15 percent for every unit of water from 28 CCF and above.

GSWC also reduced the service charge so that a greater percentage of future water bills will be based on water consumption. For more information, see our residential and non-residential tariff sheets below.

LOW INCOME PROGRAM
California Alternate Rates for Water (CARW)


Financial Assistance. You may qualify for a discount on your water bill. Golden State Water Company offers a 15%* rate discount through the California Alternate Rates for Water (CAWR) program. If you qualify for a rate discount on your electricity, you may be eligible for a discount on your water bill. Qualifications are based on the number of people living in your home and your total household income, including wages, government checks and benefits, and other financial support you and members of your family receive. *The Commission’s Division of Ratepayer Advocates and GSWC agreed that the monthly CARW credits for qualifying customers be based on a fixed 15% discount on an average bill for 15 hundred cubic feet (Ccf) of water in each of the CSA’s.
