Conservation Tiered Rates

Golden State Water Company, working in collaboration with the California Public Utilities Commission (CPUC), led the effort to get conservation tiered rates and lower monthly service charges approved for customers of investor-owned utilities. Tiered rates support the CPUC’s Water Action Plan and encourage conservation.

Beginning in November 2008, we implemented new conservation tiered rates which include a lower monthly service charge in most of our service territories in Southern California. Tiered rates and lower monthly service charges also were implemented in most of our service territories in Northern and Central Coastal California in September 2009.

The tiered rates will financially encourage residential customers to use less water by charging them more per unit of water (CCF) for usage above the first tier. 

General Rate Case Filings

Golden State Water Company in July 2008 filed a General Rate Case (GRC) application with the CPUC for most of its Southern California service area. If approved, the filing would result in more than $100 million in infrastructure improvements through the end of 2012. A decision from the CPUC on this GRC is expected in the fall of 2010.

In January 2010, Golden State Water Company filed a GRC for its Northern and Central Coastal service areas to establish rates for 2011 and 2012.

Military Family Relief Program

What is MFRP?
If you or your spouse is called to full-time active military service by the President of the United States or the Governor of California during a time of declared national or state emergency or war, you may apply for a 180-day period shut-off protection for residential water service.  The Military Family Relief Program only defers the time of payment of all water charges and does not waive or cancel them.

To apply for the MFRP at your residence, please fill out this application and submit it to the Golden State Water Company.  You will receive the MFRP shutoff protection benefit after Golden State Water Company receives, verifies, and approves your completed and signed application.

What are the Benefits?

  • A 180-day shut off protection period.
  • Repayment plan that allows payment of past due amounts.
  • No late payment fees or interest charges imposed during the period of active military service or the repayment period.

What are the Qualifications?                                       

To qualify for the MFRP, I understand:

  • I am a residential customer served by Golden State Water Company.   
  • The water utility bill is in my name.
  • I must provide a copy of the activation or deployment order that specifies the duration of the active duty status.
  • I must notify Golden State Water Company if the active duty status is either shortened or extended.
  • I must provide Golden State Water Company written notice that includes the date of service termination and a valid forwarding address if I move from the residence.
  • I must provide a self-certified statement that my legal dependent(s), if any, occupy the residence.

Low Income Program
California Alternate Rates for Water (CARW)

Financial Assistance. You may qualify for a discount on your water bill. Golden State Water Company offers a 15% rate discount through the California Alternate Rates for Water (CAWR) program.

If you qualify for a rate discount on your electricity, you may be eligible for a discount on your water bill. Qualifications are based on the number of people living in your home and your total household income, including wages, government checks and benefits, and other financial support you and members of your family receive.
