Drought
Following several months of storms bringing much-needed snow and rain to California, conditions have dramatically changed for many parts of the State. In response, Governor Newsom has rolled back some drought emergency provisions that are no longer needed while maintaining other measures that support regions and communities still facing water supply challenges.
Effective Sunday, May 14, 2023, Golden State Water Company modified outdoor watering restrictions to allow for watering up to three days per week. Given that water conditions will continue to evolve, customers are encouraged to use water wisely and only use what is needed.
Golden State Water is recommending customers limit outdoor irrigation between the hours of 7 PM and 8 AM per the following schedule:

Rates
As a regulated utility, Golden State Water’s rates are determined by the California Public Utilities Commission (CPUC) through a General Rate Case (GRC) to ensure customers receive a fair rate for reliable, quality water service. New rates allow for investments to avoid the costly and sometimes dangerous effects of deferring maintenance or delaying the replacement of aging infrastructure.
2023 General Rate Case (2025-27 Rates)
In January of 2025, the California Public Utilities Commission (CPUC) adopted a General Rate Case for Golden State Water Company (Golden State Water) that includes local infrastructure investments and new water rates for 2025, 2026, and 2027. The new rates went into effect February 1, 2025.
These rates reflect Golden State Water’s long-term commitment to providing customers with high-quality water and reliable service by proactively investing in their community’s water supply and distribution systems. We never want customers to think twice about the quality of the water coming from their taps.

- The average residential customer with a 5/8 X 3/4” meter using 5,236 gallons (700 cubic feet or 7 Ccf) per month will see their 2024 monthly bill increase from $56.59 to $65.16, effective Feb. 1, 2025 (excluding any applicable surcharges).
- The average commercial customer with a 5/8 X 3/4” meter using 32,164 gallons (4,300 cubic feet or 43 Ccf) per month will see their 2024 monthly bill decrease from $257.65 to $250.77, effective Feb. 1, 2025 (excluding any applicable surcharges).

2023 General Rate Case (2025-27)
The rates adopted for 2025-2027 will provide customers with long-term value by investing over $8.2 million in needed capital investments and maintenance of local water infrastructure essential to the reliable production, treatment, and delivery of quality water.
Investments in the Morongo Valley Service Area include but are not limited to, water distribution projects, electrical improvements to plant sites, new booster stations, new reservoir, systemwide technology that monitors and controls the water system, drilling new wells, and the replacement of aging water mains. As part of our commitment to reliability and public safety, Golden State Water proactively invests in upgrading and maintaining its fire hydrants.

Location: Park Avenue, Mojave Drive, San Jacinto Street and Hess Blvd. in the County of San Bernardino
Project Timeline: Mid- September 2022 - End of January 2023
Working Hours:
