Overview

Golden State Water is proud to provide quality, reliable water service to the Apple Valley region. We currently serve approximately 2,900 customers in both Apple Valley and Lucerne Valley.

Four water systems provide water to the Apple Valley Customer Service Area. The Desert View, Lucerne, North Apple Valley and South Apple Valley systems deliver water to customers from groundwater pumped from the Mojave River Basin-Alto Sub- Basin, which is the upper portion of the Mojave River.

Conservation

Following several months of storms bringing much-needed snow and rain to California, conditions have dramatically changed for many parts of the State. In response, Governor Newsom has rolled back some drought emergency provisions that are no longer needed while maintaining other measures that support regions and communities still facing water supply challenges.

Effective Sunday, May 14, 2023, Golden State Water  modified outdoor watering restrictions to allow for watering up to three days per week. Given that water conditions will continue to evolve, customers are encouraged to use water wisely and only use what is needed.

Golden State Water is recommending customers limit outdoor irrigation between the hours of 7 PM and 8 AM per the following schedule:

Rates

As a regulated utility, Golden State Water’s rates are determined by the California Public Utilities Commission (CPUC) through a General Rate Case (GRC) to ensure customers receive a fair rate for reliable, quality water service. New rates allow for investments to avoid the costly and sometimes dangerous effects of deferring maintenance or delaying the replacement of aging infrastructure.

2023 General Rate Case (2025-27 Rates)

In January of 2025, the California Public Utilities Commission (CPUC) adopted a General Rate Case for Golden State Water Company (Golden State Water) that includes local infrastructure investments and new water rates for 2025, 2026, and 2027. The new rates went into effect February 1, 2025. 

These rates reflect Golden State Water’s long-term commitment to providing customers with high-quality water and reliable service by proactively investing in their community’s water supply and distribution systems. We never want customers to think twice about the quality of the water coming from their taps.

  • The average residential customer with a 5/8 X 3/4” meter using 6,732 gallons (900 cubic feet or 9 Ccf) per month will see their 2024 monthly bill increase from $67.07 to $74.16, effective Feb. 1, 2025 (excluding any applicable surcharges). 
  • The average commercial customer with a 1” meter using 42,636 gallons (5,700 cubic feet or 57 Ccf) per month will see their 2024 monthly bill increase from $379.62 to $399.56, effective Feb. 1, 2025 (excluding any applicable surcharges).

GRC 2023 General Case (2025-27)

The rates adopted for 2025-2027 will provide customers with long-term value by investing over $6.6 million in needed capital investments and maintenance of local water infrastructure essential to the reliable production, treatment, and delivery of quality water.  

Investments in the Apple Valley Service Area include, but are not limited to, water distribution projects, electrical improvements to a plant site, systemwide technology that monitors and controls the water system, permitting of a new well, solar generation, and the replacement of aging mains. As part of our commitment to reliability and public safety, Golden State Water proactively invests in upgrading and maintaining its fire hydrants.

Llanto Road Main Replacement Project

Location: The new pipelines will be installed on Waalew Road between Mesquite Road and Llanto Road, and along Llanto Road between Waalew Road and Cayman Road in the Town of Apple Valley.

Project Timeline:
Mid-January 2024 – Mid-March 2024

Working Hours:
Monday – Friday (No weekends or holidays)
7:00 a.m. – 5:00 p.m.

Construction crews will work to:

  • Install a new 8” PVC water main, fire hydrants, and domestic water services.

This project will ensure Golden State Water can continue providing reliable water service to local customers.

Pawnee Well Decommission Project

June 2023 – September 2023

Construction crews will work to:

  • Continue well abandonment at Golden State Water Company’s Pawnee Plant.

This project will ensure Golden State Water can continue providing reliable water service to local customers.

Pawnee Well Destruction

  • Demolish the Pawnee Well
  • Restore the surrounding landscape

This project will improve the distribution system and ensure Golden State Water can continue providing reliable water service to local customers.

December 4, 2020 – September 30, 2021

  • Construct a 0.3 Million Gallon Welded Steel Reservoir
  • Install 2,800 LF of 8-inch PVC water line
  • Install 120 LF of jack and bore

  • Install 105 services

This project will improve hydraulics in the Apple Valley water system, and increase service reliability by mitigating interruptions caused by aging infrastructure.
