Overview

Golden State Water is the proud water service provider to approximately 20,000 customers in the Central Basin West Service area, which stretches across South Los Angeles County and includes portions of Bell, Bell Gardens, Compton, Cudahy, Hollydale, Huntington Park, Paramount, South Gate, Vernon, Willowbrook and adjacent county territory.

Four water systems serve the Central Basin West CSA. Water delivered to customers in the Bell/Bell Gardens System, Florence-Graham System and Willowbrook System is a blend of groundwater pumped from the Central Groundwater Basin and imported water from the Colorado River Aqueduct and State Water Project. Water delivered to customers in the Hollydale System is a blend of groundwater pumped from the Central Groundwater Basin.

Conservation

Following several months of storms bringing much-needed snow and rain to California, conditions have dramatically changed for many parts of the State. In response, Governor Newsom has rolled back some drought emergency provisions that are no longer needed while maintaining other measures that support regions and communities still facing water supply challenges.

Effective Sunday, May 14, 2023, Golden State Water Company modified outdoor watering restrictions to allow for watering up to three days per week. Given that water conditions will continue to evolve, customers are encouraged to use water wisely and only use what is needed.

Golden State Water is recommending customers limit outdoor irrigation between the hours of 7 PM and 8 AM per the following schedule:

Rates

As a regulated utility, every three years Golden State Water’s rates are determined by the California Public Utilities Commission (CPUC) through a General Rate Case (GRC) to ensure customers receive a fair rate for reliable, quality water service. New rates allow for investments to avoid the costly and sometimes dangerous effects of deferring maintenance or delaying the replacement of aging infrastructure.

2023 GRC (2025 Rates)

As required by the CPUC every three years, in August of 2023, Golden State Water Company filed its 2023 General Rate Case (GRC) with the California Public Utilities Commission. This rate plan proposes local infrastructure investments and water rates for the years 2025, 2026 and 2027. Any adjustments to current rates will not go into effect until January 2025, at the earliest.   • The average residential customer in the Central Basin West Customer Service Area with a 5/8 X 3/4” meter using 6,732 gallons (900 cubic feet or 9 Ccf) per month will see their 2023 monthly bill increase from $68.20 to $82.70 in 2025, at the earliest (excluding any applicable surcharges). 
  • The average commercial customer in the Central Basin West Customer Service Area with a 5/8 X 3/4” meter using 26,180 gallons (3,500 cubic feet or 35 Ccf) per month will see their 2023 monthly bill increase from $216.43 to $265.05 in 2025, at the earliest (excluding any applicable surcharges).

GRC 2020 General Case (2022-24)

The General Rate Case approved June 29, 2023 invests over $44 million in the Central Basin West Customer Service Area. The new rates are being invested in your service area’s new wells, manganese treatment, treatment plant upgrades, reservoir upgrades, and backup power equipment.

GRC 2023 General Case (2025-27)

The rates proposed for 2025-2027 will provide customers with long-term value by investing over $43.8 million in proactive capital investments and maintenance of local water infrastructure essential to the delivery and treatment of reliable, quality drinking water. Investments in the Central Basin West Service Area include but are not limited to constructing a new well to improve water supply reliability; upgrading water distribution infrastructure, water treatment facilities, and systemwide technology that monitors and controls the water system; installing backup generators needed for uninterrupted treatment and delivery of water in the event of a power outage or a natural disaster; replacing aging water mains, meters, pumps, and water purification equipment.

June 13, 2022 – February 2023

  • Install approx. 7,400 LF of 8” new main
  • Install 12 fire hydrants
  • Install 231 services.

The installations listed above are a replacement to old installations that have served their useful life.  The project will upgrade and improve the water distribution system pipeline, services and fire hydrants, to continue the reliable and safe delivery of potable water well into the future.
