GRC 2020 General Case (2022-24)
The General Rate Case approved June 29, 2023, invests over $22 million in the Barstow water system. The new rates are being invested in your service area’s waste disposal systems, power loss prevention at treatment plants, water tank upgrades, and backup power equipment.
GRC 2023 General Case (2025-27)
The rates proposed for 2025-2027 will provide customers with long-term value by investing over $27.9 million in proactive capital investments and maintenance of local water infrastructure essential to the delivery and treatment of reliable, quality water. Investments in the Barstow Service Area include, but are not limited to, water distribution projects, seismic and structural upgrades to two reservoirs, a treatment plant and a well, backup generators needed for uninterrupted treatment and delivery of water in the event of power outages, natural disasters and to reduce the strain on the electrical grid and the replacement of aging infrastructure including water mains, electrical works, pumping and purification and safety equipment.

Agarita Reservoir Upgrades
Location: 34976 Agarita Ave., Barstow, CA.
Project Timeline:
January 8, 2024 – June 2024
Working Hours:
Monday – Friday (No weekends or holidays)
7:00 a.m. – 5:00 p.m.
Construction crews will work to:

Replace new tank coating, repair the tank and perform safety upgrades.
This project will ensure Golden State Water can continue providing reliable water service to local customers.

Recently Completed Projects
Beryl Plant Demolition Project
Location: 34574 H Street Barstow
Project Timeline:
September 2022 – Mid-December 2022
Working Hours:
Monday – Friday (No weekends or holidays)
7 a.m. – 5 p.m.
Construction crews worked to:
- Tank demolition
- Install new services
- Install fire hydrant.
The streets will remain open to traffic during the construction period but traffic and parking may be restricted and access to driveways may be limited for short durations of time. The construction crews will make every effort to keep dust to a minimum. Please expect an increased level of noise during the construction period. Weekly activities such as trash pick-up will not be interrupted. As the new services are being installed minor disruptions due to the shut-down in water services will happen. This step is necessary to protect public health and to ensure compliance with the Waterworks Standards. Following the disinfection period, crews will flush the chlorinated water and any construction-related sediment from the pipelines. Crews will dechlorinate the water before discharge. Generally, as underground activities are completed the crews will progress to the next underground sections and come back near the end of the project to perform landscape and hardscape restoration as well as perform final street paving.
