GRC 2020 General Case (2022-24)
The General Rate Case approved June 29, 2023, invests over $20 million in the Los Alamitos Customer Service Area. The new rates are being invested in your service area’s water treatment plant upgrades, installation of new iron and manganese treatment facilities, new backwash water recycling systems, new main installation, and backup power equipment.
GRC 2023 General Case (2025-27)
The rates proposed for 2025-2027 will provide customers with long-term value by investing over $13.8 million in proactive capital investments and maintenance of local water infrastructure essential to the delivery and treatment of reliable, quality water. Investments in the Los Alamitos Service Area include but are not limited to upgrading water facilities and treatment plants, land acquisition for a plant site, the replacement of aging water infrastructure including water mains, meters, pumping equipment, water purification and safety equipment, and structures.
Current & Upcoming Projects
Main Relocation Project
Location: The intersection of Lincoln Ave. and Denni St., in the City of Cypress.
Project Timeline: Early March 2024 – End of April 2024
Working Hours:
Sunday – Thursday, 9:00 a.m. – 5:00 p.m.
Construction crews will work to:

Relocate the existing pipeline at Lincoln Ave. and Denni St. by abandoning the existing 10-inch AC main in place and installing a new 12-inch PVC pipeline.
This project will ensure Golden State Water can continue providing reliable water service to local customers.

Parkewood Transmission Water Main Project
Location: Along Blackmer from Apia Dr to Lampson Ave, along Lampson Ave from Blackmer St to Tulip St.
Project Timeline: November 2023 – July 2024

4-inch Fire Service Lead Project

West OC Fire Hydrant Replacement Project
Investment:
$1,370,000
The installation will be in the following locations: 39 locations in Rossmoor (Foster Rd, Martha Ann Dr, Weatherby Rd, Copa de Oro, Kempton Dr, Silverwood Dr, Silver Fox Rd, and nearby streets), 1 location in Los Alamitos, and 12 locations in Cypress (Pauline Dr, Margaret St, Rosemary Dr, Lime Ave, Orange Ave, Leilani Ln, Salisbury Ln, Ethel St, Christopher St).

- Replace dry-barrel fire hydrants and valve enclosures (approximately 50 locations in Rossmoor, Cypress, Los Alamitos).

Ruth Elaine/ Main Replacement Project

Locations: Martha Ann Dr/Ruth Elaine Drive, From Silverwood Dr to Wallingsford Rd; Kensington Rd/Quail Run Rd, from Silverwood to Wallingsford; Donnie Ann Rd, Donnis Rd. to Wallingsford; Silverwood, from Martha Ann to Wembley; Shakespeare and Chesney from Martha Ann to Kensington; Donnis and Wallingsford, from Ruth Elaine to Donnie Ann

Project Update:
The contractor has installed the 8’’ PVC pipeline, water services and meter boxes for the project. Connections to existing water mains have been completed. The contractor has installed the remaining fire hydrants and reconnected customer lines to new water services. The contractor is performing asphalt restoration (slurry sealing).
Construction crews will work to:
- Replace 12,000 L.F of older 4-inch pipe with 8-inch PVC pipe
- Replace 600 L.F of older 14-inch pipe with 16-inch DI pipe
- Install 247 services
- Install 24 6-inch fire hydrants
Forward-Looking Construction Schedule:
Upcoming slurry sealing work:
March 6 – 8:00 a.m. to 5:30 p.m.
- Asphalt slurry seal: Silverwood Drive (from the east of Martha Ann Dr to the east of Wembley Rd) – as weather permits. No parking or use of the road from 8:00 a.m. to 5:30 p.m. (Residents should relocate vehicles off the street and driveways onto adjacent streets before 8:00 a.m.)
- A Temporary Detour will be in effect during the slurry seal application and drying period. Company vehicles will be parked nearby with “Road Work Ahead” or “Road Closed Ahead” signs. “No-Parking” signs and barricades will be posted during the times that residents should not walk, park or drive on the affected roadway areas.
- Temporary Road Closure: Residents are highly encouraged to park on neighboring streets for the day. To avoid disturbing the slurry during the curing process, vehicles along the affected portion of the road will not be able to move in/out of the driveways. The affected roadway area will be closed for one full working day while the work is in progress.

Cherry Plant: Replace Backwash Tank

Gay St. Pipeline Replacement

This project is required to ensure Golden State Water provides reliable service to local customers by replacing the existing old pipelines that are anticipated to be reaching the end of the useful life.

Belmont & Sumner Area Mains Abandonments Project
Sumner Pl. between Crescent Ave. & Merten Ave., Belmont St. between Crescent Ave. & Merten Ave. and La Salle St. between Crescent Ave. and cul-de-sac at the south end of La Salle St.

Rustic/Stacie Main Installation Project

Saint Ann Main Replacement

Howard Ave. Main Replacement
We appreciate the community’s patience as crews worked to complete the first phase of the project, which was delayed by wet weather and other unanticipated challenges.
Phase 2:
Scheduled to begin in the second quarter of 2020. During this phase, crews will work to construct individual house lines to the new meter locations along the street frontage in order to abandon the old alleyway main located north of Howard Avenue between Reagan and Bloomfield.
Phase 3:
The schedule for the final phase of construction has not yet been determined. During this phase, crews will work to construct house lines and abandon the alleyway main located north of Howard between Bloomfield Street and Lexington Drive.

- Recoat the interior of a 1.5 million gallon reservoir

These improvements extend the useful life of the reservoirs and allow for their continued safe operation, enabling Golden State Water Company to continue to provide reliable, quality water to our customers.
